An Agency operative. He is tasked with relaying communications from Headquarters to the Capital Branch, as well as with assuming operational command over the group. Allegedly a descendant of the legendary Abe no Seimei, he nevertheless lacks any ability as an Onmyouji. Due to this powerlessness, he avoids engaging in combat personally. If you ask the man himself, he's just a part of the Agency's middle management. [Based on two separate descriptions provided by the author.]
