The 68th Celestial Emperor of the Pan-Stellar Empire Ra Val. The rulership position of Ra Val and title of "Celestial Emperor" is not hereditary; it is instead won entirely on merit. Valbelm, like past Celestial Emperors, won the title by slaying his predecessor. Hailed as both the greatest commander of all time as well as the greatest single warrior in Ra history, he is the greatest individual expression of the survival strategy genes that determine Ra Valian combat capability. Strict with both others and himself. he has earned both deep respect and fear from the people under him, which means that only a limited few are able to express their opinion to him.
