An adjutant of Kusanagi Shinobu, the Special Riot Police first division chief. Originally a member of another government agency, she was chosen as a key personal candidate by the government due to her high real ability and Special Power. Although Tsukishima is an excellent officer, she is young and not flexible enough. This causes some frictions with the second division. Kusanagi Shinobu, the second division chief, is someone she admires greatly. She may be called her beloved, faithful dog. While Tsukishima respects the second division chief, the protagonist, she is concerned about the possibility that the second division could cause an issue that will jeopardize the first division's (Shinobu's) recognition. In collaborative missions, she frequently quarrels with Kotetsu and Kagura. Being a Special Holder, she has martial arts and firearms prowess on par with seasoned officers, but she is generally overseeing operational duties as an adjutant, therefore she rarely engages in combat.
